Looks like the Calculator. Right-click the Taskbar, choose Task Manager and look at the Startup tab, should be able to uncheck the entry for it. Or at least click the Processes tab and right-click what is running and End task. If the Taskbar is not visible use Ctrl+Alt+Del to open it.

I doubt that it has anything to do with Windows. It looks more like some sort of login code screen. I haven't been able to find out online what it is.
If it is that, and you don't have the code, you may have to contact Panasonic technical support. I'm not sure what information you'd have to supply to them to demonstrate that you are the owner of the laptop. Laptop security is much tighter than for desktop PCs.
The default "Pin Code" for start-up screens on new Laptops is usually four or six zeros and then can be set by the user once past that screen to their new Pin Code.
Usually the set up code screen comes after the default code is put in if it is a new Laptop.
Definitely an extra security step for sure.
As far as I am aware the Toughbook series were/ are designed with military/ police/ government use in mind, with that the BIOS password is stored on a PROM, essentially meaning there is no way to re set it through normal methods.
If this is the BIOS password entry screen on boot up you need to know the password to get any further, alternatively you could contact Panasonic and if you can show proof of ownership they may be able to help.
I came across this just FYI:

but it doesn't seem to show that screen and can't find an example. As recommended- best contact Panasonic or post on a Panasonic user's forum as this seems to be a product-specific issue.
Is the laptop new? Second hand?

CF-31
Your PC may be newer.CF-31AAAEA2M: Testing in progress. Same issue as with CF-19RHRAG1M. We did manage to get Windows 10 working by installing a clean OEM Windows 7 install and upgrading from that. This solution will not work if you have a Panasonic Windows 7 installation, and will not allow you to keep any of your applications. We are working on a more elegant solution. Stay tuned.
CF-31AGP7B2M: Tried to get around the Intel Dynamic Power Performance Management issue by renaming EtmDrvMgr.sys. The upgrade seemed to work, but within a few minutes of starting up, the cursor froze and the computer became unresponsive. The same thing happened with a CF-19RHRAG1M

I bought two of these laptops and I installed win10 and the next day it loads up they both come up with yhis screen after windows comes up when I push the number keys it shows starts like a password I’d love to have windows 7 for the programs I use work great on 7 but I ant get 7 to install
So weird.... I guess you didn´t actually setup a PIN while installing W10, right? I does look like some sort of 3rd party PIN authentication method.
The very first time you turn on the laptop, BEFORE installing W10, did you see this PIN screen at all???

The worst case scenario would be if that is some kind of UEFI or BIOS "persistent" agent software that installs automatically and have a predefined (or not) PIN number already setup. If you don´t have it, you might be really screwed.
