Windows 10 Hangs in Shutdown, Then Forces Improper Shutdown

Hi! This is my first time with the forums. I have been experiencing an issue for quite some time. When I shutdown my PC it goes through all the usual things (shuts down usb periphs. monitors, etc) and then you would expect it to turn off right?; Except.. it doesn't..... not until some time has passed. After about 5 minutes the switch in the PSU cuts off the power.

I noticed that in these 5 minutes I can hear a repeated whine up sound coming from the hard drive area. That led me to update my Intel Chipset SATA RAID Controller. Sadly it didn't fix the problem (it did have an update though).
Windows Version 1909, OS Build 18363.592.

I also had an issue with the wireless chip (Intel Duel Band Wireless-AC 3165) It would stop working after while, wouldn't be able to turn it back on. If I tried restarting it would BSOD. fixed that issue though, as I have not encountered it recently. I'm pretty sure the two aren't related but I mentioned it anyways because I may be surprised.

Any help is highly appreciated!! :)

See if disabling Fast Startup helps...

I did that, surprisingly, the issue went away. Why would it cause that? Ah it's not worth digging into, I'm just glad it's fixed. Thank you for your suggestion! I honestly didn't think it would be something so simple. <3

Just FYI, this is a known problem on many PCs. It's just one of those "try it, and it may fix things" kinds of solutions. If you want to learn more about what's going on behind the scenes, please check out this MS Support note: Fast startup causes hibernation or shutdown to fail in Windows 10 or Windows 8.1.
