Hi, I am trying to boot into the command prompt to reset a password. However, none of the function keys including escape allows me into the BIOS. I am using a wired keyboard and function keys do not have a toggle on/off option. I have restarted with the SHIFT key and it won't allow me into command prompt as well as safe mode, UEFI or startup repair etc. I have noticed from 'system information' 'secure boot' is set to ON.

Normally you can boot to a command prompt via e.g. SHIFT + left click restart and follow the prompts through restart to Advanced Startup options including Command Prompt.
But it sounds as if that's what you've tried and it doesn't work.
Boot to Advanced Startup Options in Windows 10
Open an admin command prompt as normal in Windows, and report the result of this command:
reagentc /info
Your computer manual or computer maker's website should tell you the key to press in order to get into the Bios at reboot.
- Check in Power options that Fast start is off because that can get in the way of things by taking you straight into Windows without letting you have the opportunity of pressing your bios key before Windows starts.
You don't say what password you are trying to reset.
- Your reference to the Bios makes me think you mean some password that has been set within the Bios, but
- Your reference to the command prompt makes me think you are referring to the password for a local user account.
Which is it?

If you can run System Information you can actually boot into Windows. Can't you reset the password from there??? Or you are using a standard account???
You don't say if by pressing SHIFT and restart, something actually happens. You can also try to boot Hiren's. But I am not sure if it will let you.

I am trying to change another user account password (all accounts are administrators). I was hoping to change sticky keys an do this with command prompt from before login stage, restart and use new password set.
I have turned off fast start from power option already.

Yeah I can log into windows admin user account, not the one I want to reset the password for. I am running system information from my user account.
I have a usb similar to hirens called dlc, but i can't do anything with this computer accept booting windows or Shift-Restart, that then doesn't do anything, I choose options and it sits on a black screen.
If you are trying to change the password for a local user account then you can do that whilst logged in to the user account concerned and, but this method has side-effects**, you can do it from that admin user account.

If you are trying to change the password for an MSAccount-linked user account then you can do that from here - Reset MSAccount password
You don't need to reboot into anything so you can treat that as a separate problem. You don't need to do anything fancy like that at all. What makes you think otherwise?
** Whilst there has never been any confirmation from MS regarding Windows 10, in Windows 7 using an Admin account to reset another account's password cleared out its saved internet site logins.
