I run triple monitors, normally I have it set to "main taskbar and taskbar where window is open". It makes it easier for me to tell what is open on what monitor. My Apps and programs remember what monitor they were last opened and shut down on. They open on that specific monitor even if I click the icon (launch them) on my main monitors task bar.
That being said, if I change it to "all taskbars" the file explorer icon is on all three monitors.
Interesting approach. I've tried all the various taskbar options to no avail. For example, I turned OFF the option to Display Taskbar on All Monitors and the taskbar disappeared on my two smaller monitors and as expected it remained on my third monitor. Then I right-clicked File Explorer and then clicked Pin to Taskbar, and the icon still did not show up on the one visible taskbar on my third monitor.
My current File Explorer Icon is the one put there by Windows by default during install. I didn't pin it there manually. If that matters.
File Explorer was in the taskbar when I bought the PC, at which time I had two monitors. I had to reinstall Windows at a later date, still two monitors, but File Explorer didn't appear on either, so I manually added it and it appeared on both monitors. Then I added a third monitor and that's the one that I can't get File Explorer to appear on in the taskbar.

Random thought: can you create a New shortcut to explorer.exe on the third monitor's desktop then right-click it and Pin to taskbar? C:\Windows\explorer.exe [or whatever drive/partition letter where Windows is installed].
Thanks but I tried that right-click on FE shortcut icon several days ago and got the same result - FE goes to taskbar on each of two monitors, but not on third.
Pin to Taskbar, as far as I know, pins to the taskbar on the Monitor set as "Make this my main Monitor". Then depending on your taskbar "show taskbar buttons on" setting, will or will not migrate to your other monitors taskbar.
I have mine set to, Main monitor and taskbar where Windows is open. Mine only pin to my main taskbar. A duplicate icon will show up if I launch one and its open on one of my other monitors.
One thing you could try is,
unpin file explorer,
set monitor 3 as your main monitor,
then pin file explorer to taskbar.
If it sticks, then reset your main display to what you were using before.
