I discovered this information, Windows 10 User Shell Folders Restore Default Paths, at
Windows 10 User Shell Folders Restore Default Paths >> Winhelponline
I’m not experienced with running files with .reg file extension but this information looks like it could apply to my situation. I was not able to find a date stamp on the web page, but it does apply to Windows 10.
    Any opinions?

That works. Ramesh is very knowledgable and trustworthy.

The Clear Overrides file is probably sufficient for you. It looks like a subset of the HKCU Defaults file.

Really recommend my suggestion in post #7

Another thing you can do is create a new account and scrap the one you have presumably created.
Given where you are having recently clean installed, that's much the simplest - start anew with a new user account.

    Dalchina

I hope my issue is resolved. I added an additional User Account with OneDrive activated and I can see that I have a fresh start as to the Registry User Shell Folders and the contents of C:/Users/Ken folder.
The information displayed in Registry and contents of C:/Users/Ken changes back and forth depending on OneDrive syncing on / off status. I have attached a full screen shot of both, OneDrive on & off.
If the screenshots look “normal” for an account with OneDrive activated, then I will close this thread.
I’m mostly interested in the fact that the three folders synced by OneDrive show C:\Users\Ken instead of %USERPROFILE%, but that is probably off topic.
Please let me know if this is good to go, I suspect that where I’m at now with this Windows 10 install is about where I would be even if I did do another clean install of Windows.

Gee, if only I'd said that...
"Turning on OneDrvie "backup for Deskttop/Documents/Pictures will always "grab" those folders & move them under the OneDdrive folder. That's how it works. "

Great- your new account should be good to go. Naturally you'll need to do a bit of reconfiguration- maybe some of the programs you installed aren't installed for the new user, or don't start up e.g.

Strongly recommend you use disk imaging routinely so before any significant change, update your image set, so if things go wrong you restore that image and have another go. Then start a new set of Windows image files following each major Windows upgrade when much changes. Macrium Reflect (free-paid).
