We understand. Explorer is broken.
In order to get it set up the way you want... we have to FIX explorer... first.
The two commands listed above... MAY fix Explorer. The are easy to run and pretty fast.
An "In-Place Upgrade" (less than an hour), will definitely FIX Explorer.
There are 1,267 things that "could" be wrong with Explorer, and probably 18 different ways to fix it.
The things I listed above are the "fast" ways.
The choices are all yours.

Here are some registry patches that will remove or restore, the folders like Desktop, Videos, Music, etc.
I don't have one for the "drives", unfortunately.
Ofc, these will only work if the KEYS they are nested in, are not broken.

In case I forget, or die in the next few hours... here is MY version of the In-Place Upgrade tutorial...
Here is the short version of the In-place upgrade tutorial...
DISABLE non-Microsoft:
a) antivirus software
b) firewall software
c) drive encryption software
Make a full OS backup with a program like Macrium Reflect (free)

Go here and get the Media Creation Tool and save it to your desktop.

RUN the Media Creation Tool and use it to: Create an ISO image... save IT to your desktop.
This will be the latest version of the ISO image.
Right click the ISO image and choose: MOUNT
Open File Explorer and you will see a new drive letter. It will look like a DVD optical drive.
Double click the new drive letter to open it.
Find setup.exe and double click it to start the in-place upgrade.
Choose the Keep personal files and apps option.
After it's all done... to UNmount the ISO image, right click the new drive letter and choose: EJECT.
The ONLY thing you will lose is some of your personalizations. Your programs and data will be intact.
Thanks, Ghot. Territories all travelled already (except the upgrade, in reference to which I had written "without reinstallation of Windows"). We continue in the 18-ways-to-fix approach.
It's NOT a reinstall.
It's a repair without bothering your programs or files.
It truly is the easiest way to undo major damage to Windows.
I've done it myself when I couldn't get from 1909 to 2004, last year.
On my comp, it took 40 minutes, download and repair.
I lost a few personalizations, but everything else came through fine.
Personalizations like theme, desktop wallpaper, etc.

A spade by any other name bypasses euphemisms just as well.
It replaces the operating system. I have done it many times, I know well the purpose and the effects.
Excellent under some circumstances.
Perhaps if you could share some insight as to how you got your computer into this state???
Were you playing with Namespace entries?
Were you taking ownership & granting yourself full access to normally protected folders?
Were you disabling services you didn't "think" you needed?
Playing on the Dark Web?
Avenues that may be worthwhile to explore. Ask again at a time when you have the accusatory behavior under control.
