Reinstalled win10 a few weeks ago and now its stuck on welcome screen.

So I had a automatic repair loop problem a few weeks back, that was probably caused by a registry corruption and it was impossible to fix. I had to move all my files on a different pc and then reinstalled windows via a usb stick.

Everything worked fine up until today. I plugged my router and my pc didnt not recognize a connection even though I was getting internet connections (working via my tablet and phone). I restart my pc and find out that I am now stuck in the welcome screen loop.

This video shows what I have
    YouTube

I followed the I instructions and held shift and then selected restart. It rebooted to the troubleshoot menu and I selected to reboot into safe mode and after that, it would not load into safe mode.
It just infinitely loaded at the welcome screen, after an hour I turned my Pc off.

I try again to get to the troubleshoot menu and when I select shift and hit restart.... NOTHING. It wont reboot now. I need help.
Typing this into Google mainly links to microsofts website where other people asked for help and none of them got any answers from ms.

This is madness, I updated all the drivers and installed all windows updates not even a month ago, I added nothing but a few files and a few lightweighg apps. How can this happen to a new install of windows?

I need help from you guys. I dont have access to another PC to transfer my files again to do another fresh install of win10. Plus it took like 3-4 days to move all my files and reset all my options and apps. I dont want to go over all that again.

Oh i just remembered the trick to hold down the power button, when the windows logo first appears, and doing that twice leads to the auto diagnostic screen.

So I just selected a restore point from 1/17/2020... and after it finishd, Im still stuck at the welcome screen!

I then select safe mode and it says Your PC ran into a problem! STOP CODE: BAD SYSTEM CONFIG INFO. Then it loaded me back to the diagnoistic menu.

Startup repair doesnt work. It shows the log file
    D:\widows\system32\logfiles\Srt\srttrail.txt
?????? Why is it in D:? My main drive is C:

    I the try cmd prompts
Fixmbr - that shows a sucess
Fixboot - that says access is denied
RebuildBCD - that shows a success
Chkdsk \f \r - it says THE TYPE OF FILE SYSTEM IS NFTS. CANNOT LOCK CURRENT DRIVE. CHKDSK CANNOT RUN BECAUSE THE VOLUME IS IN USE BY ANOTHER PROCESS. CHKDSK MAY RUN IF THIS VOLUME IS DISMOUNTED FIRST. ALL OPENED HANDLES TO THIS VOLUME WOULD BE INVALID. WOULD YOU LIKE TO DISMOUNT THIS VOLUME Y/N

I backed out and Im at out of options.

Have you considered a clean install?

This is what I do if I have to start from that:
    a. Clean install Windows
    b. Configure a user account
    c. Create my first disk image (Macrium Reflect -free) - and a bootable form of Macrium Reflect.
    d. Keep a record as I make changes and install programs
    e. Create a differential disk image
Repeat d & e periodically or before /after a major change until the next upgrade when I start from (a) again.

With those disk images of Windows (and other data partitions) I have a second chance when things go wrong.

Having the option of restoring Windows to a previous good state gives me
    - a feeling of security
    - a full back up
    - a quick way to get up and running again if needed.
