Why is the icon not appearing on taskbar?

This happens 50% of the time though. Once I went to desktop straight-away from lower-right corner in taskbar and couldn't find it. Had to run it again to use it.

Check the system tray? I don't get taskbar items for all running programs anyway.

I have Avast turned off there, but its icon indeed appears next to Throttlestop whenever it is open. I mean any program that's currently open has its icon appear in taskbar.

It doesn't appear inside system tray. But look, this time, its icon is present inside the taskbar.

R-click icon/ check 'Settings' on Emisoft for 'notification' options. May be one to minimized to system tray or taskbar.

I would run two fixes. Rebuild Icon Cache and Reset Notification Area/

Rebuild Icon Cache in Windows 10
Reset Notification Area Icons in Windows 10

Wait for reboot prompt to appear and don't close the command window until you see the prompt.

Did the 2 steps but still the icon in taskbar appears 50% of the time.

Seems to be a long standing problem in another of their products:

Taskbar icon disappearing randomly - Emsisoft Anti-Malware Home - Emsisoft Support Forums

    More recently:

EIS icon disappears from Win 10 notification area - Emsisoft Anti-Malware Home - Emsisoft Support Forums

Maybe try launching from an elevated shortcut?
