So apparently CMD prompt doesn't work...
For difficult to remove folders, such as one with a file continually in use, it has to be a Command Prompt from Advance Startup so that your normal Windows system isn't running.

It is better be safe to find out what prevent to delete this folder by right click on the taskbar->task Manager. Under Process. right click on the title and select Command Line, Look for the process that has the path name: C:\$Windows.~BT....., If not found, look under Details tab. You'll know the location and what the process that prevents deleting. Copy it to somewhere else then rename it Reboot your PC, you should be able to delete it.

You have 3 methods in post #2 - and booting to Safe Mode has been suggested.

You mention command prompt- not the command prompt WITHIN windows- but as post #2 and Bree said Advanced Options.

You should be fully equipped to deal with any issues about permissions or the file being locked.

You can try an in-place upgrade repair install of 1809. You will need an iso of your current build. Search for and use
    Heidoc iso downloader

Or you can upgrade to 1903 or 1909.

Note that some find 1909 is not currently being offered - perhaps MS is reconsidering feedback on it. Not sure- there's some evidence.

Would refreshing be better then Since I'm afraid of doing anymore damage. Would that be more recommend?

Give Repair Install Windows 10 with an In-place Upgrade a try. Should fix your issues, and won't require all your programs to be reinstalled. "May require some Windows app reinstall though.

Good luck. And word of advice... research carefully before deleting stuff you're unsure of.

    Peace:)

SO since I had downloaded the original WIndows 1809 back October do I do the one on October 2018 or the October 2018 Update-March2019?
