New build unstable after lots of troubleshooting

I have run out of ideas--my Ryzen 9 build (mobo is MSIMEG x570 Ace) is sort of working, but has keyboard delay (I can type 8 - 10 characters before they appear on the screen) is sometimes in seconds. Mouse clicks on anything sometimes delay for 2-3 seconds. The delays are inconsistent and seem to increase as a function of how long the computer has been running since its last boot. At the same time, simple game play is often impossible, because the screen will freeze for a second or two, leaving a jeking effect. Mouse and key delays go along with the unstable screen.

I have tried 2 different keyboards, 3 different GPUs, and 3 mice. All behave the same way. I have looked for help via the web and tried everything I could find. Nothing worked. I have gone over the Windows settings for keyboard; updated the video card driver; flashed the mobo to the latest BIOS. I have scanned for viruses with Windows Defender, Bitdefender, Malwarebytes, SuperAntiSpyware, and Panda's web based scanner. I installed Windows with MS's help, since I was moving a license. They had to change the Win 10 pro to Win 10 home, since my initial version (Win 7) was a home version. After some time, they got it going and I have not attempted to reinstall it. The version is 1909. My older computers are using 1809. This was a clean install; nothing (programs) was moved from an older computer, it was all installed from the sources. Any of my old computers will outperform the new one. I fear I have spent a lot of money to build a high performance machine, only to have build something that barely works. [I have built 7-8 computers and had relatively few problems with them.]

I tried doing a bulk update of drivers, using a program that is supposed to find and update them. The result was so unstable that I had to reinstall an image of the OS made before the changes. Most of the drivers in question are for things that are only occasionally used. The delays are always present. I called MSI and their tech guy said that if Windows loaded, it was not their motherboard causing a problem. It is easy to blame the other guy. No help from MSI.

Temperatures are 34 to 36C. The SSD (SAMSUNG 970 EVO M.2 2280 1TB) is partitioned about 40% for the OS + programs and 60% for data.

I have no idea if the problem is with Windows or hardware. Any suggestions?

Check your Reliability History,there should be information about some of the problems.
Next run---sfc /scannow---three times to see if any issues crop up.
Then run---dism /online /cleanup-image /restorehealth---.
Also,in the search box,type in---dxdiag---and check all pages and also note the Display driver version on the first page in case it needs uninstalling/reinstalling,using DDU,insafe mode.

joeandmargo: I have gone through all of the items. Reliability Monitor didn't show anything special. A few random "software not responding" errors were present. It did give a large number of "not shut down properly" errors. I do a software shut down, so I don't know what the problem is. I have used the hardware reset when everything was locked up, but that has been rare. Nothing else, from any of the inquiries produced anything.

The things that I thought were most likely were the video card, its drivers, and the BIOS release. The only software that task manager shows to take a lot of resources is Firefox. But, if I shut it down, the delays and freezes are unaffected. Running other browsers is no different. I have a wireless mouse that I use most often, but when I switch to wired mice (tried two of them) there is no change. The typing delay seems to be a hit and run thing. I am typing this with the new machine and it is going generally well, but then the delay hits.

Game play is particularly revealing. I have only simple games: Crack Attack (entirely keyboard); Jardinains (mouse, bouncing ball game); and Bejeweled 3 (mouse, falling blocks). These are not demanding and will run on much older machines, but readily show the lag and screen jerking on the Ryzen 9. Even something as undemanding as a spreadsheet has problems (newest version of WordPerfect Office) because there is a long delay (sometimes) after a mouse click.

Are there any high probability drivers that I should check?

Berton - I have Linux Mint installed on another desktop, but I am unsure how you go about making the copy you suggested. I assume you mean to create a copy of the Ryzen Windows install and boot from it? Is that correct? Boot my Ryzen or a different computer? As I recall a USB has to be made bootable with separate software. I have been able to boot some of my computers from a USB with Mint in it. When I tried to follow the procedure to make the USB able to install more software and retain the installation, it failed to work, but I might be able to boot Mint on the Ryzen 9.

Berton - I booted my Ryzen 9 twice from Mint live sources (DVD, then USB). It was difficult to test for the problem, since I could not add software that was not already there. I didn't find any keyboard or mouse lag though. The machine seemed to be very snappy. I am beginning to think that the problem has to be with something in Windows or a driver. One option for me is to reinstall Windows and hope for the best. Another option would be to try to go back from the present version (1909) to an earlier version (1809 is running on my Haswell i7 computer).

The other thought I have is to try to locate a bad driver. I think I have updated all of the hardware drivers, so this line doesn't look clear to me.

Since the primary problems relate to lags and short freezes, it looks like it could be a buffer related problem, but I have no idea how to chase that kind of thing. Yesterday I tried to move text files into folders. It turned out to be amazingly difficult, as drag and drop was badly impeded by the mouse lag. The other thing that I continue to notice is that the lag gets worse as a function of time since the last boot. That makes me wonder if there is some kind of software leakage, but I don't see any hints of disappearing RAM, although I do see about 21-25% RAM usage, when the computer is just running background services and a couple of apps. With 32GB of RAM, that seems like a lot.

i would start with a clean install of Windows 10. Just install the OS, then run Windows updates. See if the problem exists.

Then, look at device manager and see if you have any unrecognized hardware. If so, figure out what it is and load the driver. See if the problem exists.

How is the health of that SSD? I know you said the temps are fine. But honestly it sounds like a bad SSD.

pparks - Thank you. I will probably have to reinstall, as you suggested. Needless to say I am putting that off until last, since I fear that something will go wrong. I suppose I shouldn't worry, since I have daily images and could simply restore.

ram - I can see that the symptoms point that way. I am trying to do a health check with several different tools. I used "wmic" to get a health status and got OK for all drives. I used Windows Disk Management to check and that reported healthy on all. HDDSCAN is almost complete. OK, it did the BR-Butterfly Read. I don't see anything out of order.
