    Is Version 1903 unstable now?

I still have Version 1903, am am starting to see strange things start to happen. One time when I clicked on Hibernate to hibernate the laptop, it shut down instead. Also, When I have multiple windows open including File Explorer, I can't actually view File Explorer unless I either close or minimize everything else. I can hover the pointer over the icon at the bottom of the screen and see the little pop-up version of it, but when I click that pop-up, it simply disappears.

With multiple problems like this cropping up shortly after version 1909 came out, I'm starting to wonder if 1909 was the answer to problems 1903 was having and maybe I should upgrade to 1909, even though I've been perfectly happy with 1903 and didn't have any problems with it until the past week.

When starting to get errors the first step is to
run sfc/ scannow from an elevated command prompt.
It will take a while and may take several tries to fix any errors.
Then from same command prompt run DISM /Online /Cleanup-Image /RestoreHealth

I can't see an OS version "regressing" over time and wonder if something else isn't going on?

Anyway, while 1909 "might" solve some of the issue you're having, it could also exacerbate those issues or create others. I personally suggest you diagnose the issues you're having now before moving to an upgrade because now you can't tell where the issue is coming from - was it there with 1903? Did 1909 introduce it? Did something get masked.

And yes, perhaps a clean install of 1909 may be a welcomed fresh start. Hard to tell.

Thanks! I'll give those a try the next time I use my laptop.

The system files for 1909 are the same as the 1903 ones, they share a common code and the same cumulative updates. 1909 is 1903 with a small enablement package to turn on a few new features.

    Microsoft said:
Windows 10, versions 1903 and 1909 share a common core operating system and an identical set of system files. As a result, the new features in Windows 10, version 1909 were included in the recent monthly quality update for Windows 10, version 1903 (released October 8, 2019), but are currently in a dormant state. These new features will remain dormant until they are turned on using an enablement package, which is a small, quick-to-install “master switch” that simply activates the Windows 10, version 1909 features.

With multiple problems like this cropping up...

Before looking deeper, the first thing to do when multiple 'odd' things are happening is to Restart the PC. It must be a Restart, not just shutting down and starting up again. A shut down may be using Fast Start up (on by default) which can preserve an odd system state. A Restart guarantees your system does a full start up from cold.

Sometimes that's all it takes to get the system working normally again. Only if you still have the problems after that would I look for more fundamental faults.

Sounds like some windows may be set as 'on top'. This is a feature only exposed by a 3rd party program though. I have 1903 on 2 laptops (and reverted to it from 1909 on one) - no issues bar the rather common erratic performance of networking.

Note that 1909 isn't worth bothering with at present in my view. It adds nothing new of note, and as is widely reported 'breaks' search from file explorer.

Do you know how certain windows get set as being on top? I don't remember doing anything to make them that way.

And conversely it could be that explorer windows have been designated as 'send to back'.

I have no idea how or why it could happen without a 3rd party program except that- presuming it's a registry value- something set that.

Example of on-top and send to bottom (=send to back) options added using a 3rd party program.

But from your description this is only a symptom of something more general. Some ideas have already been given.

You could also run some hardware tests:
    Disk:
HDTune (free) Health and error scan tabs
    From an admin command prompt
    chkdsk c: /scan

Memory: run RAM checks (tutorial available).

If those pass see recommendations made above- SFC /SCANNOW (system files) etc.
