Can you launch Explorer.exe in normal mode booting?

Can you execute following command and reboot your system.

    Code:
    REG ADD "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon" /v Shell /t REG_SZ /d explorer.exe /f
Try rolling back graphic card driver.

How were you able to identify problematic GPU driver?

The problem with the upgrade is:
black screen with Personalized Settings (not responding) and Windows explorer not responding
    or
    black screen only

    Troubleshooting steps already performed:
    1) clean boot
    2) disabling both Intel iGPU and Nvidia dGPU drivers
    3) turning off Intel iGPU in the BIOS and upgrading with only Nvidia dGPU
    4) enabling both GPU drivers using Optimus
    5) Using Windows 10 iso with updates
    6) Using Windows 10 iso without updates

All troubleshooting steps require safe mode with command prompt or a bootable Windows 10 iso.
Safe mode and safe mode with networking display a black screen with mouse cursor turning to a rotating blue circle in the area of the task bar.

A roll back can be performed for returning to Windows.

It takes approximately 3 - 4 hours for each upgrade attempt.
There is only a 10 day rollback period.

Just guessing what could be the cause of the problem.

If i was you i will shrink a partition and install latest version of Windows 10 on your computer to find out if latest version is causing the problem. We can always delete new installation.

I've got a nearly identical computer that was upgraded to Windows 10 1909.

How would you have done that?

    How would i do what?

You will be dual booting old and new installation if this is what you are asking for.

Also have you perform clean boot state?

There is a tutorial on dual booting 7 and 10.
    I've never done it.
Would you then dual boot 10 and 10?
How do you set it up?

    Clean boot was used.
These were additional troubleshooting steps that were tried using regedit:

Yes i would dual boot Windows 10 with Windows 10.

Shrink 40GB from C: partition and boot your computer with latest version of Windows 10 to install it on 40GB space.

So one license and two Windows installations?

If it works booting Windows 10 1909 without problems then what are the next steps?

You don't have to worry about license you are installing the Windows 10 for testing.

I was thinking you could uninstall all device drivers and let Windows 10 reinstall them.

    How would you do that?

Suppose it does not work (isn't that similar to clean boot)?
