First I've heard of that versionOut of Pocket is a colloquialism used in the Southern Region of the United States. It is favored by grandparents and great-grandparents. It means to be unreachable in a communication sense. Very common in the days before cell phones.Always meant that you paid, rather than the insurance company for instance.

Bill, I know "Out of pocket" from the time that I got expenses for working on Site, visiting clients, etc Out of pocket expenses were the small things that you paid out for during the day that you would likely not need if you were not away from home, Travel expenses, hotels etc were paid against an Invoice Gas mileage was paid as an allowance per mile [£0.40 per mile], the Out Of Pocket Expenses were things like Meals outside of the hotel, newspapers, snacks etc. The fitters used to get an allowance for this of around £6 per day, but we were allowed to put in receipts for it as we could often be expected to, on occasion, Feed/entertain the staff of the client that we were directly working with.
The trick was to use a smaller hotel or restaurant if possible, one where they gave a one or two line, rather than an itemised bill
