No startup settings in recovery menu

My computer is working properly, but I'm trying to boot into safe mode for something. I used the normal method (shift+click on Restart in the start menu), and that brought me to the recovery options, but I have no startup settings to be able to choose safe mode. How do I get these back in the menu? I can do whatever is necessary, like I said Windows is working properly right now.

Open Admin command prompt and type: reagentc /info
If disabled then type: reagentc /enable

It is disabled, so I tried to enable it and get the error below. I'm using an admin command prompt.

REAGENTC.EXE: Unable to update Boot Configuration Data.

The BCD might be corrupted. To rebuild the BCD, Copy and paste to Admin command prompt to run:

    bcdedit /createstore %temp%\emptyBCD
    bcdedit /import %temp%\emptyBCD /clean
    bcdboot C:\Windows

    Reboot then try again.

Tried that, everything succeeded, but attempting to enable still doesn't work. It looks like I don't have a recovery partition if that matters, but the RE image is in the correct location on my C drive. reagentc won't allow me to set the C drive as the image path location, however.

I managed to find this post, the instructions in the final reply walk through how to do it. That fixed the problem for me. Thank you, appreciate your help!
