Taskbar reverts to one row with auto hide

    Running version 1903.

I auto hide the Taskbar and have two rows of icons. After each re-boot, the Taskbar reverts to one row. With auto hide this occurs whether it's locked or unlocked. It will stick to two rows if turn off auto hide and lock it, but that's not what I want.
This has been occurring for months.
Any advice to getting two rows to stick with auto hide?

    Thanks

Can confirm this happens also if I log off, on, but not if I crash and restart explorer.

I had a quick look with Regshot to see if there's an easily identifiable registry change: there's a possible data change, but it's in a huge mass of data in 1 key, so picking out 1 bit would be time consuming, and may not yield a useful result.

My guess is the change isn't being written to the registry.

If so, you'd need a way to manipulate the taskbar e.g. using Autohotkey (free script) -but it may be hard to find an easy/reliable way to do that. I'm surprised no one's commented on it before (that I've seen).

    However a search shows:
