SSD freezes every now and then for a few seconds

Ever since I finished building my PC in early October, I quickly encountered the issue that my image and, most of the time, my sound too, freezes for a couple of seconds, then everything works as usual again.
I researched that issue since it first happened and tried every solution I could find but to no avail. I have reinstalled Win10 but kept my data, because I want to avoid having to reinstall tons of software, etc. So I want to keep, completely wiping my system and reinstalling everything, as a last resort.

I don't know what I could try to fix the issue, without having to either install Win10 to another SSD or to reinstall Win10 completely. The SSD is a Samsung 860 Evo 1TB, and I ordered it with the other components for the PC, so it is a new one and wasn't in use before. Since Win10 updated multiple times since it first began and no update changed anything about the issue, I don't think a Windows Version number is possible to provide. Though, I am currently on Version 1903.

Also, every time I searched for solutions to my freezing issue, I got almost exclusively solutions for "SSD freezing." So the SSD is definitely not what causes the freezing, but either other parts in the system or some software?

My wife's computer had a similar glitch-video would jerk and a 'honk' sound could be heard. My local computer store-not me-diagnosed it as a fault in either the motherboard or CPU caused by a power surge.

The machine (a desktop) is hooked up to a surge protector, but they said it could have been caused by a surge thru the network cable to the router. They replaced the motherboard and CPU, and the jerk & honk are gone.

In your shoes, I think I would create an image of the system (I use Reflect), then try a fresh install of Windows. If the fault is still there, you have duff hardware somewhere, if not then it must be software. Assuming the latter, make another image (of an OS you know works, but with minimal installs) and restore the original image and make sure the fault presents itself again: if it doesn't you just got lucky, if it does then you get to decide whether to find a fix, or revert to the 'good' image and start re-installing.

Alternatively, run Procmon from Sysinternals and try to find a correlation between the freezes and the procmon output. Warning: it produces a lot of output, and whilst one can filter out processes and operations one knows don't matter (identifying which is tricky enough itself), there will still be a lot of events to plow through.

Do you have all of the required drivers from the component vendors for the hardware installed in your computer?
If you are running only the Microsoft drivers, that may be the problem.

Yes, I do. I made sure that the official and latest drivers are installed for every component. And I regularly check if there are any updates for those drivers.

I had one of those freezes just about 10 minutes ago, and what I noticed is, my HDD is getting louder as if it has to load something. The confusing thing is, I don't use the HDD for anything but storing images, videos, etc. Can my HDD, even though it is not used for any programs, cause my system to freeze? Because the HDD is an older one, and I used it in my previous build for over six years, though without any issues.

Disconnect the HDD,then get a replacement for it.Noises indicate "the time has come"
Before you do that,does Reliability History give any indications and in the search box,type in "dxdiag" and check for any comments.
Freezing can often be a result of Display Adapter problems also.Check Device Manager to see if any yellow flags are present.

If Windows is running hold down the Windows key, press R then type winver, will give the installed Version and Build number, post that, THE WHOLE LINE. That line gives more pertinent information than just the Version.
