Try going to Windows Update and clicking on 'check for updates' - it should be offered to you as an optional update that you have to agree to before it will download and update. It might be billed as 'feature update to 1909' (I don't know, because I got mine weeks before it was released via Insiders). Even if it's billed as a 'feature update', it's still delivered as a very small KB item - as I understand it, just a bit of code to flip a switch to enable the (very) few new features, and to change the version from 1903 to 1909 (and the build to 19363.476).
