I just have no other solution hence why I have decided to ask for help

    Welcome to tenforums.

Do you have a suitable system restore point or disk image you can use to restore your PC to a previous good state?
(tenforums members tirelessly recommend the routine use of disk imaging e.g. Macrium Reflect (free/paid) + external storage for image files so you can often restore your system to a good state quickly without tech. help.

History: what led to this happening?
    - some update? (which?)
    - some action on your part (what?)
    - suddenly one day it was like this with no apparent cause
    - a power outage
    - the cat walked across the keyboard

    - any clues could help.

If you create a new user for test purposes and log in as that user, do you see the same thing?

This is important, as if you do, it's something general to Windows, and if not, it's a user account setting or corruption which suggesting an in-place upgrade repair or DISM or SFC will not fix.
