    border around active window

I have been working on this for two days now.
I upgraded from w7pro to w10pro. As soon as I did I am left with a one inch border around my screen.
I have tried various settings and troubleshoots and can not get rid of the border.
Last resort is changing the registry settings and I really don't want to do that.
Im about to go back to w7pro and take my chances.

What happens if you uninstall the display driver for your current display? Does it still retain that border then?

Since you did an upgrade from W7 to W10, you may have interfering software installed that causes it. It's recommended to backup your files and start afresh by performing a system reset.

Go to Settings > Update & Security > Recovery > Below Reset this PC text, click the Get started button.
Choose the second option for each prompt.

You can use your W7 product key to activate W10.

I agree that this is almost certainly a driver issue.
I disagree with doing a Reset unless you enjoy banging your head on your desk.

1 Go to Dell & enter your Service tag. Download and install the latest display driver they offer even if it is supposed to be for Windows 7/8. If you click on the downwards arrow to the right of each entry in their drivers list you will be taken to a webpage with more details about it so do that & read the page for any useful comments. And keep a link to that detailed page so you can have further looks at it later if you still need to work on the problem.
2 If this does not solve it then, only after trying that latest driver, right-click on its entry in Device manager and let Windows have a go at finding a better one.
3 If this does not solve it then note down the exact name of your display card as displayed by that Dell download page, go back to Dell and search for that name. They might have reused the same display card for a later model for which they do provide a more up to date driver. I ended up doing this successfully for several bits & pieces when I first upgraded old computers [Windows XP, Windows 7] to Windows 10.

    Best of luck,
    Denis
