Thanks for your reply, RolandJS. Yes, but also when no using WE, and only is a problem on selected files. This problem is not universal to all folders and files.
Describe what this file is, it's origin, and if possible, why you are trying to copy it.
Some system hidden files, and some files associated with games and security software, have a very high permission level, intentionally. This one you cannot even see the current owner, so it may be owned by TrustedInstaller, or higher.

Hi, assuming the file you are referring to are ones within your normally accessible file system to which you should expect to have access, you could try this cautious repair tool, observing the preparatory stages it leads you through:
Try just repair 2.
Are these files ones you have accessed successfully before?
Thanks to f14tomcat....the folder is one I created for 3 video files and I now want to move it to a new location. I find that I cannot access the folder I want to move nor can I open the target folder where I want it to go.
Thanks to dalchina....Yes the files are ones just like many others I have created and moved at will until just recently. I'll try out the repair tool you referenced and see it that helps.
