    Display gets messed up

When I push the Downloads icon up into place it bounces back down. (ScreeshotA).

Actually I can live with that by adding another row. (ScreenshotB).

Previously I had that bottom row all filled in. (ScreenshotB)
And everything was just way I liked it.

Which brings up my real problem.
I have MS, so when I push down on Left Mouse Button, it doesn't always pop back up as smartly as it should.

When this happens it plays havoc on my display. It moves the icons around within the display. Worst yet it merges two icons together, This is very difficult to fix.

Is there a way I could freeze all the icons in the display?

Wild guess I'm wondering if anything under Local Group Policy Editor's Computer Configuration/Administrative Templates/Windows Components/File Explorer might be configured. OR is that 'loose icon able to be tamed by using Settings > Personalization > Start and turn on the “Show more tiles on Start” option, or some other similar setting.

Don't know about anything that might help w/MS and buttons. In the desktop regular screen you can R click and see Undo move (Cntrl-Z) but I don't know if anything like that works for the 'tiles'/icons.

Even if not helpful, I hope that maybe gives you clues re: where you might look.

In the bottom left search box, type in dxdiag and then left click on the command. The Input page should tell you if there are any problems with your mouse.
Would also try a replacement mouse if possible.
