    Hi,
    Just my 5 cents.
I had similar problem by copying videos from Iphone XS. There are no problems to copy pictures, but when copying videos - got error. Tried different cables, different computers - the same issue. Tried some small video to copy from another iPhone, it copied ok. Also, there was one video, that can be successfully copied from iPhone XS too.
Probably there are issues with bigger in size videos or maybe video format differences.
Downloaded all of them from iCloud with no issues.
So maybe there is some bug with windows? Tried on 1903 Build 18262.418

I think its time to format that external HDD or use bootable Ubuntu USB stick to copy the video files.
