I flashed and put bios using Dell drivers and downloads, but still nothing happened !!
These are trial and error steps:
1) Remove or detach the cable for the non-Windows drive > shutdown and restart several times to see if it makes any difference
2) Change the port or cable for the windows drive
3) Wait until 1909 is released > perform upgrade
4) restore the BIOS to default settings
5) Clean install Windows 1903 > see if it makes any difference > if not > restore the image
6) Install Ubuntu / Linux instead of Windows
7) Contact Dell via web forum and / or telephone
I don't use wisecare365 but I wonder if it's become part of the problem.
--- You may have been using it for quite a while successfully but doing a deep scan in the registry is in their control, not Microsoft.
--- Maybe it's possible using Microsoft methods are not helpful at this point with all you have done especially since Microsoft wants to control what we do with our PC's nowadays.

Hi, Wisecare365 does back all registry changes everytime. I restored the registry back as it was before. I even did a system restore as it was created before making a deep scan. However, none was helpful.
My frnd ( no more calling him a frnd due to his advise) advised to do deep scan, to remove leftover registry items during installations. Hence I proceeded to do such a thing.

1,2,4,5 was done but didn't solve the problem.
1909 will be a cumulative update. So doubt that update will solve the problem.
Point 7 , the laptop is out of warranty hence they do not provide the support anymore, they said.

An in place upgrade repair typically does not modify the registry.
When Windows versions change they typically modify the registry.
Moving from 1803 to 1809 to 1903 to 1909 typically upgrades the registry.
If there are upgrade problems then a Windows 10 iso is better than the update assistant.
If there are no upgrade problems then both can be used to upgrade.
When there is failure to upgrade the update assistant method typically produces an error code that is only a result code.
When there is failure to upgrade the Windows 10 iso method typically produces an error code that has two codes: result and extend code.
(The more detailed the code the more useful in failure to upgrade troubleshooting)

I wanted to increase size of C drive. However, there is a new partition next to it. How can I move the other partition to the 2nd location such that C drive will be 3rd . Please see attached snapshot.
You can found backups of registry hives within C:\System Volume Information folder. Create yourself a Hirens Boot CD and boot your computer into Mini Windows XP.
