nice find. I do recognize those type of folders/names with 1 thing in common for those is that they are long name alpha numeric, usually with a very long name with lots of number in it. and usually those folders are empty.

as you can see from mine they aren't that long and folder not empty and mostly non numeric. I am really hoping this is some left over windows update so I can be at ease. I scanned with malwarebyte and MSE in all of C:\ drive as well as entire appdata folder and nothing.

[When were the files' last modified date?]

If I were you, I wouldn't worry about it really. In my computer, I've opened "sketchy" files in Notepad to see what they are (by looking in the beginning text of the file within Notepad), and I've had similar "different language" text. I honestly thought it was some virus or something.

But I did the whole VirusTotal check and was convinced it wasn't really a virus at all. I just deleted that non-sense file and I guess nothing really happened to the computer.

To be honest with you though, I'm sure that if you move/delete these files, your computer's system will be COMPLETELY okay.

Me, I like taking the risky road, for the heck of it sometimes.
In your example though, I wouldn't really worry that much about what I would do. Yet this is what I would do:
1) Make a copy of those files on the Desktop in a folder named: "New folder" (because I'm too lazy to name that folder to anything really)
(But also, looking at the "Date Modified" detail of the files is important for me, because if they have been last modified about a year ago or something, then to me they are VERY likely useless)
2) I would delete those hidden folders/files from the AppData\Local folder
3) Restart the computer
4) Computer starts up
5) I keep the files in "New folder" for a few days until I notice that this folder makes my Desktop look a bit messy, so I would delete it.

That's me though.

(I like keeping the Desktop pretty clean)
