    First identify the Windows version.
If home single language it cannot be changed.
Otherwise you can follow the link that spunk had posted.

I know that part guys, (it's windows 10 home edition) but it doesn't start at all it says there is an error and restarts after that it's on russian and tries self repare but fails and gives me couple options which I assume are for shutting down and couple more but I can't tranlate them... Point being it doesn't start at all gets stuck on russian after it restarts it selfe

When you power on the computer what do you see and hear?

Are you able or unable to view the desktop or logon screen?

Open administrative Powershell and type or copy and paste:

    1) Get-WinUserLanguageList
    2) dism /online /get-intl
    3) Get-ComputerRestorePoint
    4) sfc /scannow
    5) dism /online /cleanup-image /scanhealth
    6) dism /online /cleanup-image /restorehealth
    7) sfc /scannow
    8) chkdsk /scan
    9) wmic recoveros set autoreboot = false
    10) wmic recoveros set DebugInfoType = 7
    11) bcdedit /enum {badmemory}

    12) When these have completed > right click on the top bar or title bar of the administrative command prompt box > left click on edit then select all > right click on the top bar again > left click on edit then copy > paste into the thread

    13) Find a camera or smartphone camera to take pictures and post images into the thread

Download the Windows 10 ISO image, burn the image to a USB Flash drive using the Media Creation Tool. Boot of of the Windows installer. the first window ask to Set your Language. Now it should be in English.l In the Second Window choose Repair Your Computer.
If that Fails, Do a Clean Install of Windows 10. copy all of your personal files from the computer you want to keep to a USB Flash Drive. then Boot off of the installer choose your Language, then Custom Install. in Where to install Windows, Delete ALL partitions until the drive is all Unallocated Space. The press Next. Windows will create new partitions and format them during the install. The Windows 10 Product key is saved in the Bios so you don't need to type it in to Activate Windows.
