    I need to test its effects on certain programs, also I found no process, service or anything that shows responsibility for its function

    The process is Task Manager, that's what you are using to view the up time. It has a lot of other thing it monitors that would have more effect on system performance. To test that you could use its 'View > Update speed > Paused' menu option.

    When I unpause, the up time goes back up

    Well it would, Task Manager calculates the up time from the system start up time in the event log and the current system time each time Task Manager updates. Pause it and there no background activity at all, unpause it and it updates. Close Task Manager and it will cease all activity that may be slowing the system.

    I have already disabled windows event log, I had a strong feeling that was responsible for it, but its not

    If not the event log, then the system start time is probably recorded in the registry somewhere. Wherever Task Manager gets it from, pausing or closing Task Manager removes any processes involved in calculating the up time that could potentially be slowing your system.

    Nothing is slowing my system, I just want to know how to disable the up time, and no, pausing task manager and closing it doesnt stop the up time from being calculated
