In Device manager, check the properties for Ethernet device, Realtek sound device and any USB connected device, if they have "allow computer to turn off this device .." checked.
Run that Sleep study report and check for possible errors, like Ken suggested

You may be running some program or service that is preventing sleep. Try running "powercfg /requests" in command window (with elevated privileges). It will show programs that are preventing sleep.
pokeefe0001, powercfg /requests lists one thing: Media Sharing has been enabled through Windows Media Player.
Is that a problem?

It appears that wmpnetwk.exe is an issue for going to sleep. The Power efficiency report complains about it. There are lots of articles about how it is supposed to go away when you are not streaming with WMP. I don't think I am streaming but wmpnetwk.exe is running.

I think anything that shows up will keep Windows from going to sleep.
Have you purposefully set up this Windows as a media sharing server? That would certainly explain why it does not go to sleep. You probably would not want a server to go to sleep just because nobody is using its services. There is probably Windows Media Player option that will disable the server function. If you have not purposefully set this Windows as a media server then you should be able to turn off the function. (This is a guess. I know nothing about Media Player.)
If you have no use for wmp running all the time you may uninstall it or disable it. Option 1 to uninstall or option 2 to disable. I keep mine disabled.

You can look in Services.msc to see if it starts automatically with Windows and set to manual if you prefer to keep it readily available for use.

I past builds, every time I had trouble using Sleep Mode updating the video driver solved the problem.
Winuser, I just did a driver update for the monitor. Previously it had a Microsoft driver. Now it has a HP driver for this specific display. We'll see what happens next!
If you have clearly identified wmp as being a potential problem for sleep working properly, you might consider just simply stopping it in Services.msc (it's painfully simple to accomplish). Then set your sleep time to something like a few minutes and see if it sleeps.
At least you will know without question why your PC won't sleep.
If you have a use for keeping wmp running all the time, you can choose to forgo sleep and keep searching for a solution or there are also many alternatives to wmp, if you should so choose. I've been using VLC player for a decade or more.
Mystery solved, sort of. I stopped the wmp service and the PC went to sleep! I started it up again and the PC doesn't sleep.
The only remaining mystery is why this started happening? WMP has been set up this way for years with no issues until the recent update to Win 10 v1903. That update also killed my ability to print from this PC over Wi-Fi to my printer even though my other 2 PCs (also running Win10 v1903) can do so. I solved that problem by hooking the printer to this PC with a USB cable.
My smart TV connects to WMP on my PC to play music and videos from my collection. Been that way for years. So, I think I will live with the current situation. My TV is connected to a high quality sound system (7 speakers run off a receiver) so that is good to use for music and videos.
If someone has more ideas on things to look into or try, feel free to do so!
