Unable to delete folder, see pic

    When the folder(s) are clicked are there files within the folder or are they empty?
    What happens with folder deletion after deleting all files within the folders?

    The OP has already reported that the folders do not exist but are just phantom Library entries. {see to the right of the last posted diagram, easy to miss}
    - they were checked by going to C:\Users\%UserName%\Pictures

    Have you rt-clicked on the Pictures folder and selected 'properties' (sorry, I forgot the select bit last time)? When you do, you will see a little 'box' with a list of the folders 'in' the library. Two of them should be your broken ones. Remove them from the library using the 'remove' button, like so:

    You could wonder where the offending folders have gone, but that's another issue!

    See if you can find the folder using administrative command prompt or safe mode with command prompt.

    Years ago, when I had the same problem as the OP does, the only solution was to use Linux. The folders, created by POP Peeper, could not be deleted, hidden, and renamed. However, their parent folder could be hidden and renamed but not deleted.
