Have you rt-clicked on the Pictures folder and selected 'properties' (sorry, I forgot the select bit last time)? When you do, you will see a little 'box' with a list of the folders 'in' the library. Two of them should be your broken ones. Remove them from the library using the 'remove' button, like so:

You could wonder where the offending folders have gone, but that's another issue!
See if you can find the folder using administrative command prompt or safe mode with command prompt.

Years ago, when I had the same problem as the OP does, the only solution was to use Linux. The folders, created by POP Peeper, could not be deleted, hidden, and renamed. However, their parent folder could be hidden and renamed but not deleted.
