Dism error when trying to Mount a Win 10 image

I am trying to mount a wim, which I have done many times, using this command in powershell
    dism.exe /Mount-wim /WimFile:c:\temp\win10.wim /index:1 /MountDir:c:\mount

I get a return from Powershell that references the log with this one error. Oddly the log references an account named admin that I removed before I sysprepped image

    Code:
2017-08-15 13:52:16, Warning DISM DISM Provider Store: PID=504 Failed to Load the provider: C:\Users\admin\AppData\Local\Temp\E442ADE6-99B3-49C3-BFD2-82594A10252E\PEProvider.dll. - CDISMProviderStore::Internal_GetProvider(hr:0x8007007e)

Dism log references an acct named Admin which I removed and made sure there was no profile and issue still occurs. Dism is looking at that admin acct for some reason

You can use 7-zip to mount a .Wim file.
