Some Settings Are Managed by An Administrator in Settings

I just upgraded a PC to v1903. Now in one of my user accounts I see the message below in the Privacy section of Settings for many Options - Some Settings Are Managed by an Administrator.

This message wasn't present before the upgrade and I have nothing set in Group Policy. The message is not shown under Settings in the admin account or in other accounts.

Is this normal behaviour for v 1903?

If you can configure settings that is managed by administrator then you don't have to worry about the message.

You can also check set policies by executing Gpresult /v command.

Looks like you have made some privacy settings while signed in as an administrator, then signed in as a standard user. If so then yes, this is perfectly normal. These setting apply across all users on the machine whether a standard or admin user, but only an administrator can change them. Note that for a standard user the 'change' button is greyed out.

I've concluded the message "Some Settings Are Managed by An Administrator" in Settings / Privacy is by design. I just upgraded another PC which didn't show this message in v1809 but did so when upgraded to v1903. I'm surprised searching this forum and the web provides no explanation for the change in behaviour.

I, too, saw that same message right after upgrading to 1903, but then it went away on its own at some point.

Can you confirm that you only see that message when signed in as a standard user? If so then yes, it is by design. Previously a standard user had no idea why those particular settings were greyed out.

FWIW, I received this message as an Admin
