Ok, I think ive worked out a fix for this, its a bit long winded but bare with it...

It looks like the problem is down to a tile store corruption, therefore we need to delete it and paste in a known good one.

So first of all create a new users account with admin rights and then restart the pc...

Login as the new user, open file explorer and navigate the c:\users"broken start username"\appdata\local\tiledatalayer and rename the folder .old

    Then restart the pc again

Login as the user with the broken startmenu, it wont load properly but that's ok.

Open file explorer and navigate to c:\users"good username"\appdata\local\tiledatalayer copy the whole folder to c:\users"broken start username"\appdata\local\ (essentially replacing the one you previously renamed)

They might come back instantly or sometimes it needs a reboot...

Give it ago, no warranty or refund tho :)

Download windows 10 iso and perform a repair install(i.e. windows 10 upgrade). It has fixed several problems I was having.

I had this problem where Start Menu, and calendar, and notifications didn't open. Only restarting the whole computer helped (restarting explorer.exe didn't work), now I found another way:

Kill process called "Video.UI.exe", and immediately Start Menu started to work as I killed the process.

Edit It happened again, this time I killed background process called "Xbox" and start menu began to work.

Edit And again, I killed process called "ShellExperienceHost.exe" and start menu began to work.

Edit And again, I killed the process "Search" in the background and start menu began to work.

Edit And again, I killed the process "Calc" (modern/universal version) in the background and start menu began to work.

I even reinstalled Windows 10 when the first big update was released because of this (and few other issues which came in the update).

Fun times, Microsoft can't get it's act together with modern/universal apps seems like it.

Try this: Unlock the Taskbar and drag it up or left/right, see if works.
Log in as an Administrator account (it's hidden in Windows 10, so you have to find the way to get the administrator account show up!). Then create a new user account as an administrator level. Delete your existing account, and then rename the new user account with your old account name. This should solve your problem! I have tried so many solutions proposed on the web, but none worked for me.
