Well It's working for me as with those exact settings shown. No idea why it's not working for you. I keep a clean desktop but I show this as an example that those settings work as suggested.....

That even with logging off, restarting, or powering down, and up again, they still remain in the same order and arrangement.
Well, If that's what supposed to happen when you check "Auto arrange...", yes it is working as you say it should.

    But that's exactly what I don't want.

As I said in the OP, I want my icons to be one deep around the edges of the desktop

Turn off (untick) both Auto arrange icons and Align icons to grid. Then first turn on Auto arrange Icons, then Align icons to grid.

    Let me know.

I only have align icons to grid checked and have icons scattered on my desktop and they stay put.

I right click on my desktop, view, select which size icons you want, align icons to grid, show desktop icons, nothing else is checked.

    Here is my desktop image.

I have align to grid but not auto arrange checked, align to grid just basically snaps icons so they line up when you drag them around the desktop, but mine stay where I put them regardless, just neatly lined up if next to each other.

In the above screenshot, I have align to grid checked. But it doesn't hold. I turn my computer off at night and when I boot up in the morning the icons are scattered again. Auto arrange always dumps them over to the left in a double row.

Do you have Fast Startup enabled in Advanced Power options? It may not be creating saved settings before hybrid hibernation. Would only affect cold starts, not restarts.

Is your taskbar set to auto hide? If not try arranging your icons the way you want, then go to settings and set taskbar to auto hide, then restart PC. If the icon positions are still where you put them, turn of auto hide for taskbar, restart and see.

Do you sign in with a Microsoft account? Could it be syncing from the cloud?

Hmmm... that's an interesting thought... sync issue.

Anyway, I am signed in with my Microsoft account and can align as I wish. However, I keep a clean desktop so if there is an issue I wouldn't notice. The test though did appear to work without issue, even after logging out and back in again, so....
