I temporarily changed paging file size from system managed size to custom and since then Windows search bar doesn't show any results when I input text. I set it back to system managed, but the problem persists.
I tried the commonly suggested solutions like rebuilding indexing but with no success. Any ideas on how to solve this?
I have the latest updates.

Try uninstalling the update and if necessary hide (block) it- tutorial available or Google.

I checked the update history and there is no KB4517211 entry
Umm, you say you have the latest updates.. what is your Windows build?

Unfortunately, the solutions from these links didn't solve this. To clarify, I can input the text, but I don't get any results.
Try resetting search indexSorry, you already did that.
Reset and Rebuild Search Index
reset the paging file, and if nothing else works, Repair install Windows. It's easy and only take 20 minutes.

You can easily check if Windows search is working by inspecting indexing options, and while viewing that, add a file to an indexed folder and see if the number of items indexed increments.
Then check that item can be found using search from file explorer.
Turning to the search bar, prior to 1903 I might have suggested this:
Reinstall and Re-register Cortana in Windows 10
However I'm uncertain what effect that has in 1903 with the separation of search from Cortana. No harm in trying it though.
Before attempting an in-place upgrade repair install, please create a new user for test purposes. If the search bar works when logged in as that user, an in-place upgrade repair will most likely be a waste of time.

I did what you suggested and the indexing seems to be working fine. I can find a newly created file in file explorer, but still nothing in the search bar. I reinstalled Cortana but it didn't help.
I created a new user account and the search bar works properly there.
Excellent progress.. well done.. as it proves the problem is user related and an in-place upgrade repair is unlikely to help.
The problem is there's no clear fix for this with 1903. MS separated search and Cortana in 1903- previously re-registering Cortana might well have helped.
Problem is ...still to find a solution....
