Seriously, it was not shown anywhere in Task Manager - I did a good search a couple of time.
KB4524100 correct, "Cumulative Update for .NET Framework 3.5 and 4.8 for Windows 10 Version 1903"
FYI KB890830 is Windows Malicious Software Removal Tool x64 (6 digits is correct)
Windows Search Troubleshooter didn't find any problems.
SpyBot Anti-beacon is not an issue.
The Solution (for me)

As mentioned above Settings, Windows Update, View update history shows these:
KB4524100 installed on 02/11/2019
KB4517389 installed on 02/11/2019
KB890830 installed on 02/11/2019
Clicking on Uninstall Updates only shows one of these three (KB4517389 with a different install date), but shows two others not in the above list:
KB4517389 installed on 03/11/2019
KB4515871 installed on 03/11/2019
KB4521863 installed on 02/11/2019
WTF?
(By the way, dates here are in UK format dd/mm/yyyy)
So, a quick search revealed this

So anyway, I uninstalled KB4517389 and everything is back to normal for me. There is no guarantee that it will work for everyone, but it's worth a try.
BTW, a new update installed at the same time:
KB4512508 installed on 04/11/2019
This one also does not appear in Settings, Windows Update, View update history - only in the Uninstall Updates list.
So far, all OK.
Just waiting for the next M$ cock-up :)
