TTF font not available in all applications

I have installed a truetype font (4077th). It is visible in the Windows font settings and it is available in WPS Office, but it is not available either to Affinity Photo or to Inkscape, even though I rebooted the system after installing it. Why is this, and how can I fix it?

Try downloading it from another font site. Google Fonts does not have it. 4077th truetype font

I downloaded the compressed .zip file from the first link given, looks like a specialized Font maybe associated with the military.

I installed it without issue so I tried it in LibreOffice Writer, grabbed some text out of a file, selected All and changed to that new Font, got this:

Applications are able to filter the fonts list to show only those that match the criteria defined by the developer. There are lot of options here. Options to control this are rarely provided to the user. The font seems to be a rather unusual one which lacks the lower case characters. There are many fonts created for a special purpose and are unsuitable for general use. Most likely you will not be able to use this font in the applications specified.

    Thanks for all your replies.

I found a solution. The first thing I did (I'm not sure whether it was necessary) was to open the font in Fontforge and change the family name from 4077th to a4077th because apparently a family name beginning with a digit is incorrect.

Then, again in Fontforge, I populated all the empty ASCII character slots (all the basic lower case Roman letters and a few punctuation marks that are nearby on the font table) with characters copied from another font (I used Arial, but it probably doesn't matter). Once all the slots were filled I generated the modified font and installed it for all users (it is important that you choose "install for all users") in place of the old 4077th font. And now it appears in both Inkspace and Affinity Photo.
