I got Ubuntu live and booted from the usb with no issues. Even installed chrome with no issues. Safe to say it's not a hardware issue.

Install latest versions of device drivers.
If you want you can repair install Windows 10 without losing your personal files and settings.

I followed the exact same tutorial 2 days ago and it still didn't fix the issue.
Your last hope is to install latest versions of device driver from device manufacturer website.
By device driver what exactly are you referring to? Just the basic hardware or everything? And if so is it okay to use a 3rd party software like driver booster to find ajd update all the drivers.
This will be a hard task since My pc is basically non functional on regular boot.
Please don't use application that promises to update device drivers these applications can install buggy device driver.
Update graphic card, chipset drivers.
Unfortunately I do not think I'll have the time for it since this is a development machine I really need to get it running. I hope it's not a driver issue since I don't think drivers can fail midway becasue they have been working with no isses. I will be processing with the " fresh start " option by windows.
