Annoying screen visual issue when inserting device

I'm having this issue when I insert a USB device or if I'm using an app like Autodesk 3DS Max or something and when that app or my laptop gives me a notification about something (With a sound playing) my screen would look like this for a split second.

It's been doing this for about a week I think, and there was absolutely nothing I've done different to my laptop before this started occurring.

Perhaps you have autoplay configured to view the disk in file explorer.

However, that doesn't explain why the Window appears only briefly.

What is the behaviour when you don't have such programs running and you insert a USB disk?

No, the issue isn't that the window appears briefly, it's the color of it that flashes for a split second.

Everything just runs perfectly normal, it's just that when a notification pops up, the windows explorer just flashes like in the image I've shown. If I'm using a program like 3DS Max or photoshop, the program itself will flash like the windows explorer. Even the desktop background flashes when I insert a device.

EDIT: I just found out that the "Flash entire window" option was on and I never even touched that option. But for some reason it was enabled...
