I made a discovery. The pictures folder, photo app shows forward and back picture buttons.
But this saturn Sl2 folder of my car pictures, it does not show those arrows?
    Why is that?
    screenshot of this folder properties

Do those arrows only appear for pictures in the pictures folder?

No, a folder called saturn sl2 in Downloads shows the arrows, the saturn sl2(1) folder does not show the arrows.

Maybe I should rename the saturn sl2(1) folder? is this a bug? Since there was already a folder with that name, extracting zip file of pictures created a second folder with the (1) appended on the end.

No, that did nothing, I renamed to saturn sl3 and still no arrows on those pictures....Total mystery to me...

Well, at least you've narrowed it down to a problem with just that one folder.

While you've been experimenting, so have I. I copied a known working folder from Pictures to Downloads, made a .zip of the folder in Pictures and extracted it to Downloads, even downloaded a trial of your Winrar and tried extracting with that. Whatever I tried, the resulting folder in Download had next/previous buttons in Photos.

Have you tried extracting 'Saturn SL2(1)' from its .zip file again? You could also try using something other than Winrar (eg: Open with > Windows Explorer).

Also, see if the Properties of 'Saturn SL2(1).zip' say it is blocked. If so, unblock it then try extracting again.

I uploaded the zipped file of car pictures to google drive, if you want, download it and see if you get the arrows.

I had made the zip using google's download feature in google photos, they are car pictures in an album of a car I am selling.

Interesting, under properties, it tells me it came from another computer, and there is an unblock box I can check. So it is somehow not the file since it extracted ok for you. I wonder if its a fluke or a bug.

    - - - Updated - - -

Well, I tried the unblock, applied it, then used winrar to extract it, and it still has no arrows.
    Maybe its the winrar program.
Well, not winrar, I uninstalled it, then extracted it and still no arrows.

My copy of your .zip says 'blocked' too. I left it that way and extracted with WinRAR. None of the extracted images say 'blocked' though. If I use File Explorer to extract, then the images inherit the 'blocked' status from the .zip. Makes no difference either way though, Photos still has arrows.

My money is on 'fluke'. If it was a bug I'd expect to be able to reproduce it. The WinRAR I used says it is WinRAR 5.71 (64-bit).

If you can see the video you will see what I am experiencing. And I dont know why the resolution is so low, if you cant see it, I can upload the original high quality video to google drive.

Yes, I can see that video. When you click you zoom in rather than go to next. The only relevant setting I can find find in Photos is for a mouse wheel (I'm using a touch pad, so it makes no difference which I select).

That is exactly how my settings are set. No matter what I do with that zipped file when extracted , none of the pictures can move next or previous. No arrows appear, clicking just zooms picture.

What if you create a new folder and copy or move the photos to that?
