It is becoming clear that this isnt an issue with the mouse. Keystrokes do exactly same thing.....Sometimes a reboot solves it for a while and then it reverts to that behavior of just popping up for a second at most..

Its very hard to troubleshoot when I cant access the RUN utility most of the time

I did try selective startup option via msconfig and disabled all but Microsoft services. And disabled almost all items from startup , but it hasnt helped.

On a few occasions--upon booting up--it all works flawlessly! Most of the time all Microsoft/Windows type programs wont launch --except for a second. Other programs always do.

SFC found no integrity issues on my last scan

    Any further advice on this?

What Win 10 version you're using?
There was a USB bug in version 1903. It was fixed with an update.

Strange, I also have Firefox and no message is displayed.

"A number of windows users report After install Windows 10 version 1903 USB Ports stopped working on their laptop. Some others “USB device is not recognized” after the Windows 10 Update. None of the USB devices will work be it USB Mouse, Keyboard, Printer or Pendrive, so the issue is definitely related to USB Ports rather than the device itself."

Thanks, Cleanboot. I'd like to try this but a few questions about that tutorial you linked to.

"Before you get started doing a repair install of Windows 10, be sure that you also temporarily disable Secure Boot in your UEFI firmware settings. Once installation has finished, you can enable Secure Boot again if you like."

1)Where do I find Secure Boot in UEFI firmware settings. And how to disable that?

    2) Can I actually create the USB Installation Media for latest version of windows 10 1903 via a Windows 7 Laptop by downloading some file on to USB and then executing it on this Windows 10 1903 Desktop? Reason I'm asking is that this Win 10 Desktop doesnt reamin viable for very long--maybe an hour r so. So such a download may be interrupted in middle...

That wasnt clearly addressed in that tutorial

Secure Boot option is usually in either the Security tab, the Boot tab, or the Authentication tab.

You can use Windows 10 Media Creation Tool to create bootable USB flash drive.

I had made a Recovery Drive after installing Version 1903 a month ago, and opted to check in box to include all system files. If I try to use that somehow, would it retain all my configurations, such as windows configurations and program files. I do have my personal files all backed up. Its just the Windows 10 1903 settings im concerned with. Als about how long will that take --if i somehow can use recovery drive. Since things on windows now stop working after an hour or so...Does that Recovery Drive work from outside windows?

You can only repair install Windows 10 with Windows 10 Setup Media or with Windows 10 Media Creation Tool.
