Stuck in startup repair loop, startup settings missing

Hi, I am stuck in a startup repair loop and cannot boot into safe mode as there is no startup settings tile from the advanced options. I tried to use command prompt to boot into safe mode (the command I used started with bcdedit) but that didn't work either...I have also attempted to force safe mode by interrupting startup three times with the power button, but of course that didn't work either.

There are three tools that could be used to troubleshoot, backup important files, or test hardware.

Find 3 flash drives that you can format (> or = 8 GB)

    1) On a working computer create a bootable Windows 10 iso:

    https://www.microsoft.com/en-us/soft...load/windows10
    Download Windows 10 ISO File
Create Bootable USB Flash Drive to Install Windows 10

    2) On a working computer create a bootable Kyhi boot rescue:
    Toolkit Item: Kyhi’s Rescue Disk – Win10.Guru

    3) On a working computer create a bootable Ubuntu flash drive:
Create a bootable USB stick on Windows | Ubuntu tutorials

    Plan:
    1) to backup all important files to another drive or the cloud.
    2) test the drive
    3) perform troubleshooting steps

    Backup plan:
    1) reset save files or reset save files equivalent (reinstall drivers and applications)
    2) clean install (reinstall drivers and applications and restore backed up files)

Ok, so I finally got around to this and tried backing up my files but after doing so I did not see that the system recovery option (I have an HP laptop) was greyed out...
Also, what does it mean to reset save files? How do I do that?

When backing up files you can backup the files that were created for each user.

    See these links:

Have you tried switching off the PC at the mains (if desktop) or removing the battery if a laptop? My desktop PC sometimes started Automatic Repair on boot which was fixed by turning off/on the PC at the mains. I turned off Fast Boot in the BIOS and it now seems OK.
