It would have been a lot easier to do the Clean Boot instead of a reinstall. You still really need to do it as it will isolate drivers which may very well be the cause of your problem. Just follow the directions at the link I gave you.

Do you have or did you recently install CU KB4515384? Check Windows Update install history.

On my system it messed up a lot of thing on the Taskbar including the Start Menu, sound, MRU (Most Recently Used) list, etc.
Read through this (log) thread if interested: Cumulative Update KB4515384 Windows 10 v1903 build 18362.356 Sept. 10

I had to uninstall it to get things working right again then defer updates (now deferred for 20 days). You could try that and see if it corrects your problem as well. If not it's easy enough to reinstall.

Hi, I asked a long time back- comparing when this symptom wasn't present (A) and when it is after you clean installed Windows (B)

was the Windows version you used (A) different to the one you used for the clean install (B)?

It would help if you answered questions please.

    Why am I asking this?

Ages back you pointed out you don't have this problem in Safe Mode. We know that.
In Safe Mode you are using a basic graphics driver.
In normal mode you are using the full graphics driver.

If in (A) you were using a different build of the graphics driver to now (B) in normal mode this might explain it.

New drivers are delivered when you install a new build.

So again I ask: what was your Windows build when this didn't happen? (A)

I assume your Windows build now is 1903 (B).

Underlying this is the question: has your graphics driver build changed between (A) and (B)?

Ok, thanks. Now you have given no details of your PC. Please complete your specs- model, graphics details. (See mine for comparison: My computers below my post).

Is your sister's PC identical? And if so, does she use build 1903 too? It may only take a small difference to cause this.

I'm going to suggest you try using an older build of your graphics driver. Please post a screenshot similar to this:

to post a screenshot please use the Insert Image icon above your post.

Note: this is only one possibility... no guarantees at all...

    Ok, Radeon RX Vega

Now you can get older versions of the driver here:
    https://www.amd.com/en/support/previ...eon-rx-vega-56

Please look at your PC manufacturer's driver list, and note the build of that driver that was supplied for build 1809, if they list that. You're trying to find the build used when your PC did not have this problem.

If not, you can try an arbitrary older driver from AMD.
