Process Stopper Broke Windows 10

Recently, I was trying to disable Microsoft Edge on my Windows 10 computer. I was reading a tutorial on how to do this. It told me a few steps, and among these it said to rename the Microsoft Edge folder. When I tried to do this, an error popped up saying: "The Action Can’t Be Completed Because the Folder or a File in it is Open in Another Program". I looked up how to fix this error and found an article that recommended Process Stopper, which I installed. Afterwards, I looked through Process Stopper for Microsoft Edge and accidentally stopped explorer.exe. The background and taskbar disappeared. In an attempt to fix it, I shut down the computer with the intent to restart it. Unfortunately, I am unable to turn the computer back on. I hold down the power button, and the keyboard lights up for a few seconds then it goes dark again. How can I fix this?
