If you are experiencing this with Firefox, try starting it in safe mode- that used to be possible from a command prompt, but it seems now the only way is to launch FF then immediately restart it in safe mode - which to me seems daft, but there we are.
When Fx is not running, hold down a shift key, click on the Fx icon, you will be asked if you want to start in safe mode.

It doesn't for me - on 2 PCs .. which is why I didn't mention it..

but the command line option does e.g.

    D:\Internet\Firefox.exe -safe-mode
    or
    "C:\Program Files\Internet\Mozilla Firefox\firefox.exe" -safe-mode

in the Run box or at a command prompt or if you create a shortcut to it like that.

However that does work for e.g. (no spaces in the path)

    D:\Internet\Firefox.exe -safe-mode

in the Run box or at a command prompt or if you create a shortcut to it like that.
Please don't take this as argumentative: Using the shift key is standard advice, and this is the first time I have seen anyone saying that it does not work. Quite a few Google sites, for example, give this as a standard method of starting in safe mode. That it does not work for you on two PC is quite puzzling.

I tried it on both of our PCs before I posted; it worked on both of them.

Would you believe it - SHIFT + double left click on a FF shortcut now works on this PC. Perhaps because of a restart...? Anyway..

What I would believe is that you discovered that recherché methodology....
