Focus assist . . . message from Cortana

    The three choices are: Priority . . . Alarms . . . Off

I had Focus assist on Priority, and changed it . . . The message from her still gets through on Alarms

Off seems to have fixed it

Win Defender scan status appears to get through on "Off", also . . . some info through the Notification sidebar is good.

I never use Cortana. Is there a setting in there?

It would be good if the messages you see there had a link that you can click on to quiet them.

Even with Focus assist off, I still get this:

    Focus assist
Your notifications will remain quiet here in Action Center while you're in full screen mode.
    Only alarms will break through.
    8:16 PM ■ via Cortana
    Turn off now
    Change focus assist

If you never use Cortana, turn her off

    Tutorials - Disable Cortana

You will still get that notification about notifications will remain quiet. Microsoft decided somehow that this is necessary - hope they'll change that

I figured it out. Much easier than the Tutorial:

    - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

Settings / System / Focus assist

    [dot] Off

    [ ] Priority
. . . click: Customize your priority list
. . . un-check and Delete everything here: contacts and apps
. . . In combination with everything off (next), this appears to have been the fix

    [ ] Alarms / Off

    - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

Set all of these to "Off" . . . I tried individuals ones "On", with changes to the above, but that had no effect on the Cortana message

[Off] During these times ... 11:00 PM - 7:00 AM ... On / Priority only
[Off] When I'm duplicating my display ... ... ... On / Alarms only
    [Off] When I'm playing a game ... ... ... ... ... On / Priority only
[Off] When I'm using an app in full screen mode ... On / Alarms only

How to Disable Cortana Permanently in Group Policy Editor . . . How to Turn Off Cortana in Windows 10

    Win+R / gpedit.msc

Computer Configuration / Administrative Templates / Windows Components / Search
    Double-click "Allow Cortana"

[dot] Not Configured is the Default . . . Change it to:
[dot] Disabled / Apply / Ok
Close the Group Policy Editor / Restart

09/29/19 No effect on the Cortana message. I put back to Default.
