Where is the Speech to text setting?

I remember playing with the speech to text option in W10, an icon used to appear in the centre of the taskbar (top middle on my setup) to toggle it on and off, but that was a while ago, and now I can't remember where you switch this feature on?
    Can someone please direct me?

Maybe this is what you are looking for : Use dictation to talk instead of type on your PC

Then perhaps you mean Speech Recognition!!

(I can use exclamation marks too).

Win key + S, Speech Recognition.
