I'm attempting to run the Diagnostic Data viewer but when I do I get the message: 'The Connected User Experiences & Telemetry service must be enabled...' How do I enable that please?
I have gone to services but starting the service is grayed out.

Have you ever run it successfully? Or have you only just installed it?
Noted you have Home. Some Home users attempt to add Group Policy - if you did and tried to use that, the outcome is uncertain.
That service is regarded by some as so-called 'spying' by MS.
Have you run some utility to disable telemetry?

But since I posted I've realised that it wouldn't be of help anyway.
My problem, which I've been attempting to resolve, is that my PC will not update from version 1809 to version 1903.
The last attempt using Windows 10 update Assistant fails with the error: 0xc1420121
Having tried various methods to fix it I finally discovered that my PC is 'to old'. There's a Microsoft list somewhere that lists PCs that have been successfully tested & my model is not among them.
I guess I'm not surprised since it is rather long in the tooth but what's irritating is that it runs extremely well. I spent the last couple of weeks editing videos & creating soundtracks. OK, it's a little slow but it works fine & I'm not in a great hurry.
So, eventually I'll need a new PC since MS will stop supporting version 1809 shortly.
From what I've read, version 1903 is no great shakes anyway, I guess it's mainly security issues that are of concern but Hey Ho, I can't afford to buy a new PC so I'll just stick with what I've got.

If your PC is still alive then, it will continue functioning- just no security updates.So, eventually I'll need a new PC since MS will stop supporting version 1809 shortly.
And any time you wanted to you could clean install 1809- I suppose an interesting question is if you did so after end of life, would you stlll get updates to the final build?
And if MS deems your PC not capable of being upgraded, you shouldn't ever be offered an upgrade via Windows Update.
You would be advised to use disk imaging routinely to secure the state of your PC, as tenforums frequently recommends anyway.
To-re-enable, do the following:
1. Using Cortana, seach for regedit.
2. When regedit.exe appears in the 'found' list, right-click on it and choose Run as administrator....
3. Accept the User Account Control prompt by clicking on the Yes button.
4. Navigate to and select the following registry key (in the Registry Editor's left-hand navigation pane):
5. In the right-hand pane you will see a Start entry. A (REG_WORD) value of 4 indicates the service is disabled.Code:Computer\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DiagTrack
6. Double-click on the Start entry (a) and change the value from 4 to 3 (b) then click on the OK button (c) to accept the change.
A value of 3 indicates the service is set to manual... so you should now be able to start and stop the service from within Task Manager or the Services snap-in.

Note: It would be unusual for Microsoft to protect the Connected User Experiences & Telemetry service (DiagTrack). However, if you find that you are prevented from amending the Start value data then look for a Security sub-key under DiagTrack in the left-hand navigation pane. If the Security key exists then select it then, in the right-hand pane, delete the Security entry (but leave the (Default) entry). You will then be able to amend the Start value. The Security entry will be automatically recreated.
