Computer Wont boot after power outage.

This is an odd one.

So far I have tried using the following:

• built in system repair options for startup repair.
• sfc/scannow (found integrity issues and repaired them)
• dism /Online /Cleanup-Image /CheckHealth (It said it found no errors)
• dism /Online /Cleanup-Image /RestoreHealth (Said that it found and repaired some errors

The strange part? It boots fine into safe mode and then as long as i select shutdown, then turn it back on it will boot just fine into full windows.

However, if I am in safe mode or in full windows, and press restart it then will not boot any longer.

I am on this pc now and have access to both full windows, the internet (while in full windows), and safe mode

You say you had a power outage. If the PC has Fast Startup enabled (which it is by default) then it may be that the hiberfil.sys that uses was corrupted by the outage.

Try disabling Fast Startup by opening a Command Prompt (Admin) and type the Command POWERCFG /HIBERNATE OFF

This will not only disable Fast Startup, but will also delete the (possibly corrupt) hiberfil.sys. If it boots OK like that, you could re-enable Fast Startup with POWERCFG /HIBERNATE ON and see if it continues to boot normally.

It may also be a good idea to run chkdsk of the drive in case there was other corruption cause by the outage.

I did that and it did not give me any confirmation that it did anything at all?

that is correct, there is no confirmation. It only gives a message if there was an error.

Try a Restart now and see if it works.

How long should I be waiting? I tried "restart" and it sat on the same screen it was doing before for about 15 minutes. I think that is a bit long seeing as my pc usually boots in the matter of literal seconds.

I do not have one but I'm certain I can make one?

So I just noticed that while my pc is running its using 100% disk the whole time despite nothing running. Idk if that's even related or could be?

I also had to go to a dinner, so I did not make that usb. I may get time tomorow after university.

A power outage once corrupted my BIOS. The only solution was to reflash the BIOS.

your hard disk could have been corrupted because of the power outage. install hard disk sentinel and crystaldiskinfo and check if they tell you that disk is healthy or its failing and it has bad sectors. if its failing and it has bad sectors then that's why you cant boot

Ok so i booted it up today and the disk drive is only running at 50% now is the highest and its not sustained there. I have this disk utility, disk sentinel installed now and it looks like everything is fine to me. (see pics below)

Lastly I have no idea what you want me to do with crystal disk mark? I set these settings and its currently doing something, and i will post during and after screen caps. (again see below)
