turn off edge pop ups on login screen

I have turned of Get tips, tricks, and suggestions as you use Windows and i still get edge pop ups.

Any ideas?

Login Screen or Lock Screen!?!?
(You may have capture a picture of that! Remember to blur out personal info!)

Lock screen. It has 3 things on it. Similar to this pic. They are about edge and a "do you like what you see"

Yes. It is turned off.

I switched to a different lock screen and they went away. I then switched back to the initial lock screen and its clear of edge pop ups. Who knew.
