Right click on desktop, select View, tick Auto Arrange Icons. That should restore your drag and drop functionality in W10.

i fixed mine by holding down Ctrl and clicking Esc
its like a quick key to open start menu, after that its fixed

I had the problem for a long time, often it is when you upgrade windows because microsoft are pathetic and have to change a shed load of settings when they make updates so they often cause issues.
also it could be your mouse I did a troubleshoot in my device settings in control panel and it told me 'device not working properly' so I plugged in an old one and it allowed me to do everything move icons select text and move your tabs in the browser which it stops your ability to do when you can't do the simple things that make life easier
i had the same issue no dragging plus explorer crashing and slow to no right click.
tried everything: shell view disabling contexi menu
registry tweaking
was thinking to use voodoo....
started uninstalling various software with revo
all no fix. till....
i updated fences to ver 3 3 days ago after having ver 2, so went to win uninstall to remove, windows replied "not installed"
went to revo and did a forced uninstall, restarted and reinstalled fences 3 and presto! drag, right click and no crashing.
so if you use any desktop integrated additions check if the installation is not corrupt
