I have my mouse turned on to point to raise mode with windows (instead of default click to raise) and my taskbar keeps scrolling between lines 1 and 2 depending on what program I chose. I want to lock my taskbar to always show line 1 of taskbar and if I want 2, to manually scroll down there.
Possible?

I'm not clear on what you mean by "point to raise" or "click to raise", but tell me if I understand this part correctly:
My understanding is that your taskbar is set to autohide. The taskbar is currently configured to display 2 lines of information. You would like to have the taskbar show only one line of information when it is displayed unless you manually choose to scroll down further causing it to display the second line. Is that about right?
If so, I'm not aware of any way to accomplish this. You can alter the height (or width if pinned to a side), but it will always open to the full size, not partially. I tried to do some searching on this but am not finding anything to indicate a way to alter that behavior.
